SSA Business Services Online Activation Code: Where It Is Mailed

·Henry

Short answer

The Business Services Online (BSO) activation code is a one-time code that the Social Security Administration (SSA) mails after you request the employer suite of services. SSA says it is mailed “to the employer address on file with the IRS.” SSA pages say the code usually arrives within two weeks, and one page says 15 to 20 days. You can re-request it after 10 days. An unused code expires after 60 days.

Key takeaways

  • BSO is the SSA website where employers file Forms W-2 and W-2c, upload wage files, and verify Social Security numbers. A code is needed before you can use those services the first time.
  • SSA mails the code. Its FAQ says the BSO activation code for wage reporting “is only delivered by USPS and sent to your employer address we have on file with the IRS.”
  • SSA gives two wait times. Its handbook says codes “will usually be received within two weeks.” Its How To Navigate BSO page says the code “can take anywhere from 15 to 20 days” to arrive.
  • You may re-request a code if it has been at least 10 days since you asked for access. SSA’s handbook says “The activation code will expire after 60 days if it has not been used.”
  • To change the address SSA uses, SSA’s FAQ points to IRS Form 8822-B. The form says it “Generally” takes 4 to 6 weeks to process an address change.
  • You now sign in to BSO with a Login.gov or ID.me account. SSA says the old BSO user ID and password are “no longer used to access BSO wage reporting services.”

What Business Services Online is

Business Services Online (BSO) is the Social Security Administration’s website for businesses. The BSO Welcome page says employers use it to “Report wages,” view submission and report status, act on resubmission notices, and “Verify Social Security numbers.”

The IRS instructions for Forms W-2 and W-3 describe the main use. They say you can “Use BSO’s online fill-in forms to create, save, and submit Forms W-2 and W-2c to the SSA electronically.” The same instructions say “BSO generates Form W-3 automatically based on your Forms W-2.”

Many employers must file online. The IRS instructions say you must e-file Forms W-2 “if you are required to file at least 10 information returns.” The instructions also give the next deadline: “The due date for filing 2026 Forms W-2, W-2AS, W-2CM, W-2GU, W-2VI, W-3, and W-3SS with the SSA is February 1, 2027, whether you file using paper forms or electronically.”

How to request the BSO activation code

A BSO account belongs to a person, and the activation code belongs to the employer. SSA’s handbook says your User ID “is assigned to you personally - not generically to your company.” The activation code is mailed to the company. So the person who registers often waits for someone at the company to pass the letter on.

SSA does not send the code on its own. Its FAQ says “you must Request New Services in the employer suite of services within BSO for your employer to receive an activation code.” The steps below follow SSA’s How to Register and Get an Activation Code guide.

  1. 1Go to the BSO Welcome page at ssa.gov/bso. In the Employers section, select Create account, or Sign in if you already have a Login.gov or ID.me account.
  2. 2Finish the Login.gov or ID.me identity check, then request a new BSO User ID or choose your existing one.
  3. 3From the BSO Main Menu, select Request New Services and check the box for the SSA Services Suite for Employers.
  4. 4Add your employer information. SSA’s guide says to enter “the Employer Identification Number (EIN) and name of the business you work for.”
  5. 5Wait for the letter at the employer address. When it comes, log back in, select Enter Activation Code(s), and enter the code.

If you do not have a Social Security number

SSA’s 2026 page says it “will now accept the Individual Taxpayer Identification Number (ITIN) or a passport as an alternative to an SSN for an ID.me credential.” It also says you can register with ID.me “regardless of your foreign or domestic address.”

Which address SSA mails the activation code to

The SSA pages we read do not offer a way to pick where the code is sent. SSA pages say it goes to the employer address on file, and most of them say that address comes from the IRS. The How To Navigate BSO page says to “wait for the activation code to be mailed to the employer address on file with the IRS.”

The Social Security Number Verification Service (SSNVS) handbook names the IRS records it means. It says SSA will mail the code “to your employer at the address the IRS has on file from the Form 941, Employer’s Federal Tax Return or SS-4, Application for Employer Identification Number.” Form SS-4 is the EIN application. Form 941 is the quarterly payroll tax return.

SSA’s FAQ answers whether you need a physical address. It says “No, you do not need a physical address to receive your BSO activation code.” The answer goes on: “The activation code letter is sent to the address we have on file for your employer from the IRS.” The FAQ gives 1-800-772-6270 as the number to call to verify that address.

An EIN is required. The How To Navigate BSO page says “We can only send the activation code to users with a valid EIN and address on file with the IRS.” If you are not sure your EIN records are correct, our guide to the IRS 147C letter explains how to get an EIN confirmation from the IRS.

How long the activation code takes and when it expires

SSA pages give two different wait times. The Registration and Access to Services Handbook, last updated July 2025, says codes “will usually be received within two weeks.” The What’s New For 2026 page says “Your employer will usually receive it within two (2) weeks.” The How To Navigate BSO page says “The activation code can take anywhere from 15 to 20 days to arrive at your employer’s address.” Plan for the longer time.

The code has a time limit. The handbook says “The activation code will expire after 60 days if it has not been used.” The What’s New page says only that “Activation codes are time sensitive.”

SSA also asks you to start early. The What’s New page says “Allow at least 2 weeks to complete the registration process, well ahead of the January filing deadline.” The How To Navigate BSO page recommends registering “before the W-2 reporting season in January.”

One code for each service

SSA’s handbook says “If you request more than one service, you will receive a separate activation code for each service.” It also says you or your employer “may receive multiple activation codes (all contained in one notice from Social Security).” Enter each code one at a time.

If the activation code never arrived or expired

First, ask the person who opens the company’s mail. SSA’s handbook says “Activation codes are sent directly to your employer.” It adds: “Before re-requesting an activation code, check with your employer to determine whether the activation code(s) has been received.”

If the letter is not there, you can ask for a new code after 10 days. The handbook says “You may rerequest activation code(s) if it has been at least 10 days since you requested access to BSO services.” In BSO, select View Pending Services, check the box for the service, and select the Re-Request button. The SSNVS handbook warns that “Once an activation code has been re-requested, the original activation code is de-activated and is no longer valid.”

After 60 days, a re-request is no longer allowed. The handbook says “If it has been 60 days or more since you requested access, you must start over and request access to BSO services using the Request New Services link” in BSO.

Before you ask again, check the address. SSA’s FAQ says your code “is mailed to the Employer address we have on record with the IRS,” and gives 1-800-772-6270 to confirm that address. A new code goes to the same address on file. If that address is old, a re-request will not fix the problem.

SSA phone numbers

For BSO registration and activation codes, SSA lists its Employer Reporting Service Center at 1-800-772-6270 (TTY 1-800-325-0778), Monday through Friday, 7 a.m. to 5:30 p.m. Eastern Time. For technical problems with filing Forms W-2 online, SSA lists 1-888-772-2970.

How to change the address SSA uses

SSA does not change the address itself. Its FAQ answers “How do I change an activation code address?” with: “We mail the activation code(s) to the employer’s address registered with the IRS.” It then says “If you need to change your employer’s address we have on file,” visit the IRS page About Form 8822-B.

Form 8822-B is the IRS change of address form for businesses. The form says “Use Form 8822-B to notify the Internal Revenue Service if you changed your business mailing address, your business location, or the identity of your responsible party.” Our Form 8822-B guide walks through each line.

Count the time before you file. Form 8822-B says “Generally, it takes 4 to 6 weeks to process your address or responsible party change.” After that, SSA says the activation code can take 15 to 20 days. For 2026 Forms W-2, the SSA due date is February 1, 2027. If your IRS address is out of date, file Form 8822-B well before the filing season.

The IRS address of record affects more than BSO. Our guide to the EFTPS PIN letter covers another federal code that is mailed to the same IRS address.

Choosing an address for IRS and SSA mail

The activation code letter goes wherever the IRS has your business address. Use an address where someone reads the company’s mail and can pass on letters from SSA and the IRS. SSA’s FAQ says you do not need a physical address to receive the code.

Our Silicon Valley virtual office and Los Angeles business address pages describe the business addresses save office offers.

EFTPS PIN by Mail: Which Address It Goes To and What to Do If It Never Arrives

Your EFTPS PIN comes as a paper letter. EFTPS.gov says it is mailed to your IRS address of record, and EFTPS itself cannot change that address. Here is how long the official pages say to wait, who to call when no letter comes, and the order we would follow to update an old IRS address.

EIN 147C Letter: Replace a Lost CP 575 in 2026

The CP 575 is the one-time EIN confirmation notice the IRS mails when an Employer Identification Number is first issued, and the IRS does not reissue it. The 147C letter is the official replacement, requested by phone from the IRS Business and Specialty Tax Line at 800-829-4933. The letter is sent only to the address the IRS has on file, so a wrong address on record can mean the letter never arrives. Banks, Stripe, and Mercury check the EIN letter address character for character against the rest of the application.
