Irvine Business License for a Home-Based Business: The Address Lines and the Home Occupation Rules

·Henry

Short answer

The City of Irvine says a home business needs a business license and must meet its Home Occupation Standards. The online application, as archived in April 2026, asks for business, mailing, and residential addresses. Of those address lines, only the residential ones (for up to two owners or officers) are marked confidential.

Key takeaways

  • The City of Irvine’s business license page answers “Do I need a license for a home business?” with “Yes.” You must also meet the city’s Home Occupation Standards.
  • The city’s home occupation form lists nine standards. One says the residence “shall not be the primary point of customer pickup, delivery, or services rendered.”
  • On the application as archived on April 13, 2026, the owner’s residential address, residential phone, driver’s license number, and Social Security number carry a † mark. The form says Measure S keeps those items confidential. The business address line has no such mark.
  • The business address line on that archived form has two check boxes, PO Box and Virtual Office. If you check either one, the form asks you to upload “USPS Form 1583 or CMRA Acknowledgement form.” The form does not say how the city reviews that upload.
  • The city publishes a full list of licensed businesses. Our October 17, 2026 export had 22,215 rows and 15 columns, including address, contact name, and phone. In 206 rows the address column holds a P.O. Box.
  • Orange County’s business license page sends you to the city where the business is located. The Sheriff’s Department FAQ gives a phone number and email for business license questions in unincorporated areas.

Irvine requires a license for a home business

The City of Irvine requires a business license for a home business. The city says you must also meet its Home Occupation Standards. The online application, as archived in April 2026, asks for a business address, a mailing address, and a residential address for up to two owners or officers.

The city’s page puts zoning before the application. It says “Verify your location’s zoning before you sign a lease.” It also says “Confirm your business activity is permitted at your address before proceeding.” The Planning Team handles that check, and the page lists its phone number and email.

Licenses run for 12 months, starting on the first day of your application month. As read on October 17, 2026, the page lists a fee of $78.37 for a new license with fewer than 10 employees. The same amount applies at renewal. For 10 or more employees, a new license is $156.88 and a renewal is $105.23. Each fee includes a $4 State of California ADA fee.

The page also sets a deadline. It tells new businesses to “Apply within 60 days of your start date to avoid late fees (starting at $111).” It also says your license must be displayed “in a conspicuous place at your business location.”

The city is changing its online system. As read on October 17, the page said business licensing would move to a new portal called PRISM on October 19, 2026. The page also said online business licensing services would be unavailable from October 5 through October 19. When we checked on October 17, both the old application page and the PRISM site returned an error. The city’s PRISM FAQ says online payments carry a non-refundable 2.4% convenience fee.

Each address line on the application

We could not open the live application while the city was switching systems. The address lines below come from the city’s online application as saved by the Internet Archive on April 13, 2026. We also compared copies saved in December 2025 and August 2024. All three copies had the same address lines. The PRISM version may ask in a different way.

The business address line reads, in full, “Business Address (If P.O. Box or virtual office check box below).” Under it are two check boxes, “PO Box” and “Virtual Office.” The next line says “If P.O. Box or virtual office please upload USPS Form 1583 or CMRA Acknowledgement form.” CMRA stands for commercial mail receiving agency. The form asks for a document when you check one of those boxes. It does not say how the city reviews the document.

The form handles zoning in a separate section. That section says “Administrative office as a primary land use is a prohibited land use in the 5.4 and 5.4A general industrial zone.” It also says medical office, restaurant, and other specific uses in the 5.1 Irvine Business Complex require a conditional use permit. The applicant then checks a statement that the business activity meets the city’s zoning requirements.

Other questions tie the license to a place in Irvine. The form asks for the “Start Date at this Location in the City of Irvine.” It asks how many people are working “at this specific location in Irvine.” It also asks you to specify the job location in Irvine and whether services will be performed there.

The nine home occupation standards

Irvine’s Home Occupation License Application, Form 40-27 (REV 03/25), must be filed with the business license application. It asks for the business name, applicant name, home address, business phone, and type of business. The applicant then marks an X to agree to each of nine standards. The form says approval follows when the standards are met. In short form, the nine standards are:

  1. 1The home occupation is an incidental and accessory use, and it does not change the principal character of the dwelling unit.
  2. 2The residence is not the primary point of customer pickup, delivery, or services rendered. The business does not cause a significant increase in vehicle traffic or pedestrian activity.
  3. 3A sexually oriented business is not permitted as a home occupation.
  4. 4There are no signs, direct sales, or other exterior evidence of the home occupation.
  5. 5The business may use the garage, but not any space required for off-street parking.
  6. 6Only residents of the home or “virtual employees (employees working remotely, not on the property)” may be employed in the home occupation.
  7. 7The home occupation uses no electrical or mechanical equipment that causes visible or audible interference in radio, television, or telephone, or causes fluctuations in line voltage outside the home.
  8. 8The home occupation creates no noise or odors beyond what is normal for a residential use.
  9. 9The home occupation is limited to one (1) business related vehicle.

Two other parts of the form matter for a home in Irvine. First, the notice says the license alone does not let you operate. You must also follow other rules, “including any applicable restrictions contained in private Covenants, Conditions & Restrictions (CC&R’s) governing your property.” A city license does not answer what your homeowners association allows. Second, if the city cannot approve a home-based business, the form says you will be invited to a hearing before the license is denied. After the written decision, you may file a Notice of Appeal with the City Clerk within thirty (30) days.

What the public can see

At the bottom of the archived application, below the signature box, there is a public records notice. The notice says “much of the information requested on this form will become a matter of public record once submitted.” The next sentence names an exception: “Pursuant to Measure S, an initiative ordinance passed by City voters in 2008, the personal information (designated with a † symbol on this form) will be kept confidential.”

On that form, the † mark appears on six lines and one more field. The six lines are the residential address, residential phone, and driver’s license number for each of the two contacts. The field is the Social Security number. The business address and mailing address lines carry no † mark.

The city publishes two lists. Its business license page links a Business License Search and a Full List of Licensed Businesses in the City. On October 17, 2026, the search page, titled “Businesses Licensed Or In-Process By The City of Irvine,” listed 23,626 entries. The full list listed 22,215.

We downloaded the full list with the page’s own Export to Excel button on October 17, 2026, and counted it with a script. The file had 22,215 rows and 15 columns. The columns include ADDRESS, CONTACT, PHONE, BUSINESS DESCRIPTION, and EMPLOYEES. The ADDRESS column was filled in 22,214 rows, CONTACT in all 22,215, and PHONE in 22,197.

The list does not say which line of the application its ADDRESS column comes from. We searched that column for P.O. Box spellings such as “PO BOX” and “P.O. BOX.” In 206 rows, the column holds a P.O. Box, so in those rows it is not a street location. If you plan to use your home as the business address, ask the licensing team whether that line appears on the public list.

Before you type your home into the business address line

On the application archived in April 2026, the † mark covers the residential address in the owner section. It does not cover the business address line. If your business address and your home are the same, ask the city how it handles that address on the public list. The licensing team’s contact details are on the city’s business license page.

Inside Irvine or outside it: where Orange County comes in

The Irvine license covers businesses in Irvine. Orange County’s Apply for a Business License page says to “Click on the City where your business will be located for more information on that City’s requirements or process to obtain a business license.” The page lists 34 cities. For one of them it says “City of Laguna Woods - Not Required.”

Some addresses are not inside any city. The Orange County Sheriff’s Department has a business licensing FAQ. For Mission Viejo, Dana Point, Lake Forest, Laguna Hills, Laguna Niguel, and “unincorporated areas,” it says to call (714) 834-3155 or email businesslicense@ocsheriff.gov.

A mailing address that says Irvine does not, by itself, show that the building is inside Irvine city limits. Before you file, confirm that the address is inside Irvine’s city limits. You can ask about the city limits when you contact the Planning Team for the zoning check.

Other filings that carry an address

The Irvine license is one filing among several. The city’s checklist names three outside items. If you sell physical items, it asks for your seller’s permit number from the California Department of Tax and Fee Administration. If you serve food or beverages, it asks you to have your Orange County health permits or state Alcoholic Beverage Control (ABC) permits ready. If your business name is different from your own, it asks you to register a DBA (doing business as) name with the Orange County Clerk-Recorder.

Each filing has its own address lines. The DBA filing is a fictitious business name statement. Under Business and Professions Code Section 17910, you file it within 40 days after you start doing business under the name. Our guide to the address fields on a California seller’s permit covers the state sales tax side.

The state company filings are separate again. A California LLC files a Statement of Information with the Secretary of State, and its address lines are not the same as the Irvine form. Our guide to the California LLC franchise tax and Statement of Information explains that filing.

A practical order for a home-based business in Irvine

The steps below follow the city’s checklist and the forms quoted above.

  1. 1Confirm that your home is inside Irvine’s city limits, and read your homeowners association’s CC&Rs.
  2. 2Call or email the Planning Team to confirm that your business activity is allowed at the address you will use.
  3. 3Read the nine home occupation standards and make sure your business can meet each one.
  4. 4Have your federal Employer Identification Number (EIN) and any state professional license ready. The city’s checklist says the EIN “keeps your Social Security number private.”
  5. 5Apply within 60 days of your start date, and include the home occupation form if you work from home.
  6. 6If you use a business name that differs from your own, file the fictitious business name statement with the county within 40 days.

If you check the PO Box or Virtual Office box on the archived form, the form asks for an upload, and it does not say how the city reviews it. Ask the licensing team before you rely on either box. The city’s zoning check still applies to whatever address you use. Our guide on using a virtual address for a business license compares state and city rules. Before you use any address, our free address checker shows its USPS classification as Commercial, Residential, or Unknown. The checker also shows whether the address is flagged as a commercial mail receiving agency (CMRA) and whether it is marked vacant. The checker does not tell you if an address is a P.O. Box, so see how to tell if an address is a PO Box for that question.

Business License at a Virtual Address in Another State: State vs. City Rules

A virtual address generally passes state-level business license requirements, but city and county licensing offices often apply stricter zoning and walk-in tests that can block the same address. Here is the state-vs-local split and the city-by-city policy comparison for save office locations. You will also see the four industry categories that face the toughest scrutiny, and the verification steps to take before paying for an address that the local licensing office will reject.
