Sacramento Business Operations Tax Certificate: The Address Lines and What the City Publishes

·Henry

Short answer

The City of Sacramento does not issue a business license. The city says every business that operates in or does business with the city must pay the Business Operations Tax and get a certificate. The paper application has two address lines: business address and corporate or mailing address.

Key takeaways

  • The city’s Business Operations Tax page says “The City of Sacramento does not issue a business license.” Sacramento City Code Chapter 3.08 requires a Business Operations Tax certificate instead, and the city’s online application says the tax applies even to businesses without a physical presence in the city.
  • We counted the fillable fields on the city’s paper application, Form BOT1 dated 12/12/2019. It has 46 fillable fields. Two of them are address lines: business address and corporate or mailing address. A yes or no question asks whether the business address is a home address.
  • The city’s open dataset of Business Operations Tax accounts had 64,155 records on October 17, 2026, and 24,208 were marked Active. It lists a location address, a mailing address, and the principal owner’s name. For 5,772 active records, every address field reads “ON FILE.”
  • Under California Business and Professions Code Section 16000.1, a city that licenses businesses must ask for an address for service of process, and that address “shall be available for public inspection.” Sacramento’s online application applies that section to the business tax and says that to use a separate address, you must apply in person.
  • A home business inside city limits needs a Home Occupation Permit in addition to the tax, according to the city’s Business Operations Tax page. The city’s permit guide says the permit is not needed if you do not live within the city limits.
  • Sacramento County’s FAQ says you need its General Business License if your business is in the unincorporated area. The FAQ lists seven cities outside its licensing area, and the City of Sacramento is one of them.

Sacramento uses a tax certificate in place of a business license

The city’s Business Operations Tax page opens with the rule: “The City of Sacramento does not issue a business license.” The page adds that “All businesses that operate in the City of Sacramento or do business with the City of Sacramento must pay a business operation tax.”

Sacramento City Code Chapter 3.08 is the law behind the tax. The same page links an application for exemption from the tax, for businesses that qualify. If someone asks for your Sacramento business license, the city document that exists is the Business Operations Tax certificate. The city code defines that certificate as “the receipt given by the department of finance, city of Sacramento, which indicates that the tax imposed by this chapter has been paid.” The paper application adds that the certificate “is for revenue purposes only and does not imply conformance with applicable city codes and ordinances.”

The tax reaches past the city’s borders. The city’s online application says the tax “is levied on all businesses engaged in business in the City of Sacramento, even those without a physical presence within the City limits, and is paid annually.” Chapter 3.08 defines being engaged in business to include “coming into the city from an outside location.” A contractor based in another city who takes jobs in Sacramento can owe the tax.

How the application and certificate process works

You can apply online through the city’s portal at sacramento.hdlgov.com or file the paper form. The city accepts paper applications by email, by mail to the Revenue Division at City Hall, or in person.

The online application describes the order of steps. You submit the application, and no payment is required until the city reviews and accepts it. Within 5 business days, the city emails the amount due. After payment, the application goes to the Community Development Department to confirm the business location is zoned for that use. “After your business receives zoning approval, you will be mailed a business operations tax certificate.”

The online application also asks for a business start date, which it defines as “the first date your business started operating in the City of Sacramento.” Sole owners provide a Social Security number and a California driver’s license or ID card number. An LLC, partnership, or corporation provides a federal Employer Identification Number (EIN). The certificate must be renewed each year.

The address lines on the paper application

We downloaded the city’s paper Business Operations Tax Application, Form BOT1, dated 12/12/2019, from the Revenue Division page. We counted its fillable fields with a script on October 17, 2026. The form has 46 fillable fields across six numbered sections, and the section numbers skip from Four to Seven. The yes or no home address question counts as one field, although it has two buttons.

Two fields hold an address. Section One has a field labeled “BUSINESS ADDRESS,” followed by a yes or no question: “IS THIS A HOME ADDRESS?” Section Three, titled “Corporate and Mailing Address,” has a single field labeled “CORPORATE/MAILING ADDRESS.” The form gives no instructions on what each address line may or may not be.

The owner section asks for identity numbers, not addresses. Section Four has three rows for an owner or corporate officer. Each row asks for a name, relationship to the company, Social Security number, and driver’s license number with expiration. None of the 12 fields in that section is an address field. The application you submit online may ask for more, and we could not view its screens without starting an application.

The field counts above come from the fillable PDF itself. We read the field names and positions with a PDF library and grouped them by the section heading printed above them. The rows come from the paper form, the open dataset and the city’s pages. “The form does not say” marks the cells where we found no statement.

What the city’s open data shows about each business

The Revenue Division page sends readers to the city’s online data portal “for a searchable list of businesses in the city who are paying operation taxes.” The portal holds the Business Operation Tax Information dataset. Its description says the data “is updated on a daily basis.”

We queried the dataset’s public data service on October 17, 2026. It held 64,155 records, and 24,208 of them had the status Active. Each record has fields for a location address, a mailing address, a phone number, and the principal owner’s first and last name. We downloaded only the address and status fields, and we counted owner names on the server without downloading them.

Not every address is shown. For 5,772 of the 24,208 active records, every location and mailing field reads “ON FILE” in place of an address. The dataset page and its metadata, as we read them, do not explain when the city shows “ON FILE.” If you want to know how your own record will appear, ask the Revenue Division before you file.

For the 18,105 active records that show both a location and a mailing street, we compared the two. In 7,881 of them, the mailing address has a different street number or a different ZIP code from the location. In 1,587 active records, the mailing street number or street name field contains “PO BOX” or one of three similar spellings. Those counts describe what businesses wrote. They do not tell you which addresses the city accepted for which purpose.

How we counted

We pulled every record from the city’s ArcGIS data service in pages of 2,000 and confirmed the total matched the server count of 64,155. We treated a record as active when its license status was “Active.” We cross-checked the active total, the “ON FILE” count, and the PO Box count with separate server-side queries, and each matched the script.

The service of process address and protecting a residential address

California law has a provision on this. Business and Professions Code Section 16000.1 says a city that licenses businesses “shall require the applicant to provide an address where the individual consents to receive service of process.” Service of process is the formal delivery of legal papers, such as a lawsuit.

The same subdivision continues: “An acceptable address for this purpose shall include a post office box or private mailbox that complies with paragraph (2) of subdivision (b) of Section 17538.5. This address shall be available for public inspection.” The section then says an applicant’s residential address is confidential personal information “if the applicant provides a different address” for service of process under Section 16000.1.

Section 17538.5(b)(2) covers a person who runs a business described in subdivision (a) of that section from a residence. Subdivision (a) concerns businesses that sell consumer goods or services and use a post office box, a private mailbox receiving service, or a site used to receive or deliver mail or to answer telephones. Paragraph (b)(2) lists two conditions. Your “current business street address or home address” must be on a USPS Form 1583 filed with the Postal Service. You must also sign an acknowledgment that, among other things, “authorizes the commercial mail receiving agency to act as that person’s agent for service of process.”

Sacramento’s online application applies this law to the business tax application. It says: “Per AB 2184, you may protect your residential address by providing a different Service of Process address in accordance with Sections 16000.1(a)(2) and 16100.1(a)(2) of the Business and Professions Code.” It then adds: “To do so, please Apply in person - you may not apply online.” Neither the application nor the dataset page says how a protected address appears in the open dataset. The paper form has no line labeled for service of process, so ask at the Revenue Division counter which line or attachment to use.

Section 16000.1 covers the service of process address. It does not say what may go on the business address line. If your business runs from your home, the yes or no home address question on the paper form is still there to answer.

If you run the business from home inside city limits

The Revenue Division page says: “If you operate your business from your residence, you will need a home occupation permit in addition to the business operation tax.” It calls the permit a one-time fee, and it says the permit application “must be submitted with your business tax application.” If you apply online, the online application says the permit application is submitted automatically.

The city’s permit guide, Form CDD-0099 revised 7-25-2024, cites Sacramento City Code Section 17.228.200. It describes a home occupation as “an accessory use, not the primary use of the residence.” The guide lists 13 types of allowed home occupations, starting with general office uses such as accountant, consultant, and engineer, and including internet or mail order businesses.

The guide also sets limits that apply to every home occupation. No more than one person who does not live at the residence may work there. Visits are limited to one client per hour and eight clients per day. No sign or other advertising may be displayed on the premises. Uses not on the list, or that break one of these limits, need a Conditional Use Permit.

The permit is tied to one place. The guide says it “is valid for as long as you keep your BOT current and operate the business at the location stated on the permit.” If you move to a new home within the city and keep the business there, the guide says you must renew the permit. The guide also says that if you do not live within Sacramento city limits, you do not need the city’s permit, and the fee is not refunded if you apply by mistake.

Unincorporated Sacramento County uses a General Business License

The county licenses businesses in the unincorporated area around the city. Sacramento County’s Business Licensing FAQ says you need a General Business License if your business is located in the unincorporated area. It defines that area as “not in the boundaries of the cities of Sacramento, Folsom, Isleton, Galt, Citrus Heights, Elk Grove, or Rancho Cordova.”

The county applies the rule to online sellers too. Its FAQ says that even a business that “exists solely as an Internet storefront” needs a General Business License “if you are based in the unincorporated area.” Some activities, such as towing, massage, or mobile car washing, also need a Special Business License when done in the unincorporated area, even if the business is based elsewhere.

The county posts its fees on the same page. Under fees effective July 1, 2026, a General Business License application costs $262.60, including a $4.00 state fee, and the license is valid for three years. The FAQ says review of a completed application “may take up to 45 days.”

The county also says what it keeps private. Its FAQ says “Personal information such as home address and personal telephone numbers listed on an application will not be released without a subpoena.” The next sentence reads: “However, the same information on a Fictitious Business Name Statement is public information.” A DBA (doing business as) name statement is filed with the county, so an address you put on it is public.

A Sacramento mailing address does not tell you which rules apply

The city name on a mailing address comes from the Postal Service. The Postal Service says ZIP Code assignments are linked to factors such as mail volume and geography, “but not necessarily to municipal or perceived community boundaries.” An address that says Sacramento can sit in the unincorporated county, under the county’s license instead of the city’s tax.

In the city’s own data, 4,712 of the 18,105 active records that show both a location and a mailing street list a location city other than Sacramento. Elk Grove, Rancho Cordova, Roseville, and West Sacramento are among the most common. That city name is what each business wrote, and the dataset does not say why those businesses pay the city tax.

Before you file, confirm where the building actually is. The city’s Revenue Division and the county’s Business License Unit can each tell you whether an address is inside their area.

Choosing the address for each line

On the business address line, the city checks zoning for the location you give, and the home address question asks you to say if it is your residence. The form gives no other rule for that line. On the corporate or mailing line, the form gives no rule at all, so ask the Revenue Division if you are unsure what it accepts. For the service of process address, Section 16000.1 is the only text we found that names a post office box or private mailbox, and it attaches the conditions of Section 17538.5.

Check how an address is classified before you write it on any line. Our free address checker shows the USPS classification (Commercial, Residential, or Unknown), whether the address carries a CMRA (commercial mail receiving agency) flag, and whether it is marked vacant. It does not tell you whether an address is a P.O. box. Our guide on how to tell if an address is a PO box covers that question.

The state filings are separate from the city certificate. Our guide to the California LLC franchise tax and Statement of Information covers the state side. If you sell taxable goods, our guide to the address fields on a California seller’s permit covers that form. For a comparison with another California city, see our San Jose and Santa Clara guide.

save office does not offer a Sacramento address. Our Silicon Valley and Los Angeles pages describe the business addresses save office offers. An address in another city does not remove the Business Operations Tax if your business operates in Sacramento. Before you use any address as a service of process address, ask whoever provides it whether it meets the Section 17538.5 conditions. Ask the Revenue Division how the city will treat that address.
