Oakland Business Tax Certificate: Which Address Goes on Each Line

Short answer

Anyone who conducts business in Oakland must register for an Oakland Business Tax Certificate and pay the annual tax. The paper application asks for two postal addresses: the business address on line 2 and a mailing address on line 16. Oakland-based businesses, including home-based ones, need a Zoning Clearance first.

Key takeaways

  • The City of Oakland says anyone who conducts business or owns rental property in the city must file and pay an annual business tax. Renewal is due on or before March 1 each year.
  • On the city’s New Business Application (revision dated 06-29-26), the registration fee is $112.00. The fee is due within 30 days of the business start date.
  • We counted 24 numbered lines on that form. Two ask for a postal address: line 2, Business Address, and line 16, Mailing Address. Line 17 asks for each owner’s name, title, and an identification number such as a Social Security number, but not an address.
  • To use a mailbox service “in lieu of a home address,” the line 2 instruction says to attach copies of U.S. Postal Service (USPS) Form 1583 and of a form that makes the mail receiving agency your agent for service of process.
  • Oakland’s Zoning Clearance page says a business located in Oakland needs a Zoning Clearance Permit “even if it’s based in your home,” and the Oakland Planning Code sets separate rules for home occupations.
  • A DBA (doing business as) name is not a city filing. Alameda County’s Clerk-Recorder says you file it in the county where your principal place of business is located.

Who needs an Oakland Business Tax Certificate

The City of Oakland’s business tax page states the rule this way: “Anyone who conducts business or owns rental property in the City of Oakland (residential, commercial and industrial) is required to file and pay an annual business tax.” Registering gets you a Business Tax Certificate. The same page also calls it a business license.

The city’s FAQ on that page lists who counts. The list includes retailers, service companies, self-employed persons, independent contractors, and “businesses conducted within one’s home.” The same list makes an exception for licensed family daycare homes with fourteen or fewer children. Nonprofits may be exempt from the tax, but the city says they still register and pay the registration fee.

The money has two parts. First, the registration fee. The city’s New Business Application, revision dated 06-29-26, lists $103.00 for the business registration fee, $4.00 for a state disability access fund, and $5.00 for a city recordation and technology fee. The total is $112.00, due within 30 days of the business start date. Second, the tax itself. The form says the rate depends on your business classification and your annual Oakland gross receipts. The application asks for a first-year tax estimate: your estimated Oakland gross receipts times the tax rate for your classification, or $60.00, whichever is greater. The form says to see an attached rate chart. The city posts that chart separately as the Business Tax Classification & Rate Schedule.

After that, the tax renews every year. The business tax page says business taxes “must be paid annually, on or before March 1st of each year.” It also says it is your responsibility to tell the Business Tax Office if the annual renewal declaration does not arrive. Tax that remains unpaid after March 1 is subject to penalty and interest.

The 24 lines on Oakland’s New Business Application

We read the paper version of the application, called the New Business Application. The city lists it as “New Business Application - All Other Classifications.” The city publishes separate forms for property rental, for construction contractors, and for limos, taxis, ambulances, or trucking. We counted every numbered line on the front of the form and found 24, numbered 1 through 24 with none skipped.

Three of the 24 labels use the word address. One is line 15, which asks for an e-mail address. The other two ask for a place: line 2, Business Address, with boxes for number, street, suite, city, state, and ZIP, and line 16, Mailing Address, with an Attention box. The instruction for line 16 says it is where business tax information and forms will be sent.

Four more lines depend on the business being in Oakland. Line 5 asks for a zoning application number, with a note that it is “for all Oakland business addresses.” Line 7 asks for the start date “in Oakland.” Line 13 asks whether the business is in Montclair or Rockridge, where a business improvement district fee applies. Line 22 is a minimum wage and labor standards fee of $6.70 per employee, “For Oakland based businesses ONLY.”

Line 17 is the owner line. Its instruction asks for each owner’s name and title, plus a Social Security number, driver’s license, state ID, or municipal ID number. It does not ask for an owner’s home address.

We counted the paper form only. The online application is at oakland.hdlgov.com. When we tried to open it on October 17, 2026, it showed a security check page, so this guide does not describe the online screens.

What the line 2 instructions say about a mailbox service

The instruction for line 2 is the only place on the form that talks about a mailbox service. It reads in full: “Enter your Business Address, City, State and Zip Code. To use a mailbox service in lieu of a home address, US Postal Service Form 1583 must be filed with the US Postal Service, which contains the current business street address or home address AND sign an acknowledgement form which authorizes the commercial mail receiving agency to act as that person’s agent for service of process. Attach copies of both forms showing proof of compliance.”

Read the conditions closely. The instruction names two documents, and you attach copies of both. The first is USPS Form 1583, which, in the city’s words, “contains the current business street address or home address.” The second is a form that makes the mail receiving agency your agent for service of process. Service of process means receiving legal papers, such as court papers, on your behalf.

The instruction frames the mailbox address as a replacement for a home address. The line 2 instruction does not mention zoning. The line 5 instruction says “If your business address is in Oakland, you must first complete a zoning clearance application”. The line 2 instruction also does not say whether the city treats a business with only a mailbox address in Oakland as being located in Oakland. If that question applies to you, ask the Business Tax Office at (510) 238-3704 before you file.

Check the address before you write it on line 2

Our free address checker shows how USPS classifies an address (Commercial, Residential, or Unknown), whether it carries a CMRA (commercial mail receiving agency) flag, and whether it is marked vacant. It does not tell you whether an address is a P.O. box. Our guide on how to tell if an address is a PO box covers that question.

Zoning Clearance comes before the certificate, even at home

Oakland puts zoning first. The business tax page says “All Oakland based businesses should obtain a Zoning Clearance prior to applying for a Business Tax Certificate.” The city’s Zoning Clearance Permit page is more direct about home businesses: “If your business is located in the City of Oakland, even if it’s based in your home, you will need a Zoning Clearance Permit to approve the business activity in your proposed neighborhood.”

The zoning step is tied to a property. To prepare, the Zoning Clearance page tells you to use the city’s Zoning Map to find “the official street address of your business property’s location” and its Assessor’s Parcel Number. It says you need a separate Zoning Clearance for each location where the business plans to operate. The permit stays valid as long as the business stays the same and at the same address. The page also notes that in multi-tenant buildings, “the principal address can be different than the property address.”

A business run from home in Oakland generally falls under the Home Occupation Regulations, Chapter 17.112 of the Oakland Planning Code. Section 17.112.050 says no home occupation is permitted unless the Director of City Planning certifies that it will conform to those rules. Section 17.112.040 sets the rules. A home occupation can take place within a living unit by a resident, or in a garage or accessory structure reserved for an occupant. Limited agricultural activities can also take place outdoors on the same lot.

  • Customers by appointment: “Professional and personal services shall only be provided by appointment except in rare and unusual circumstances. Regular walk-in clients are prohibited.”
  • Staff: “One nonresident employee is permitted.” The code counts a business partner or co-owner who does not live at the site, but visits it for the business, as a nonresident employee.
  • Signs: no outside or window display, and at most one sign, with a display surface of not more than one square foot on any face.
  • Traffic: the home occupation must not generate pedestrian or vehicle traffic “substantially greater than that normally generated by Residential Activities in the surrounding area.”
  • Excluded uses: Section 17.112.030 lists eight activities that never qualify, including teaching classes of more than six persons at a time and on-site car or truck repair.

If your business is located outside Oakland

A business located outside Oakland may still need the certificate. The business tax page says: “If your business is located outside of the City of Oakland, but doing business within the city, you have to pay for the business tax certificate.” The instruction for line 7 asks a business outside Oakland to use “the date that you first began your business activity in Oakland.”

Some lines do not apply to an outside business. The Zoning Clearance page says you do not need a Zoning Clearance Permit if your business operates outside the City of Oakland. Line 22, the minimum wage and labor standards fee, is for Oakland-based businesses only.

The reverse case also exists. The city says a business located in Oakland that also does business outside the city still pays, but “you may apportion your gross receipts” under the Director of Finance Tax Rulings 7, 8, 9, or 10.

The city pages we read use the phrases “conducts business” and “doing business within the city” without defining them. If your only link to Oakland is an address, ask the Business Tax Office whether you need to register.

A DBA name is filed with Alameda County, not the city

Line 1 of the city form asks for your business name, and the instruction calls it the DBA (Doing Business As) name. In California, a fictitious business name statement is filed with a county clerk under Business and Professions Code Section 17915, not with the city. The Alameda County Clerk-Recorder says: “You must file your Fictitious Business Name in the county where your principal place of business is located.”

That filing has its own address rule. Business and Professions Code Section 17913 asks for “the street address, and county, of the registrant’s principal place of business in this state.” Alameda County lists a fee of $40.00 for one business name and one owner, and $7.00 for each additional owner or name on the same statement.

The filing is meant to be public. Section 17900 says it “is designed to make available to the public the identities of persons doing business under the fictitious name.” Within 45 days of filing, Section 17917 requires publication in a newspaper of general circulation in the county. Government Code Section 6064 sets that publication at “once a week for four successive weeks.”

How the Oakland certificate fits with your state filings

The city certificate does not replace state registration. An LLC or corporation still files with the California Secretary of State, and those filings have their own address lines. Our guide to the California LLC franchise tax and Statement of Information covers the state side.

Line 9 of the Oakland form asks for a California seller’s permit number. The instruction says it is required for all businesses engaging in wholesale, retail, or resale activities. That permit comes from the state, and its address fields are covered in our guide on California seller’s permit address fields. For a comparison with another Bay Area city, see our guide to San José and Santa Clara business registration.

save office does not offer an Oakland address. Our Silicon Valley and Los Angeles pages describe the business addresses save office offers. Ask the Business Tax Office how it will treat any address before you put it on an Oakland form.
