NY Online Services Activation Code: The Tax Department PIN Letter

Short answer

The New York Tax Department account pages we read do not use the words “activation code.” To create a Business Online Services account, you verify your business in one of three ways. You can enter a PIN from a letter the Tax Department mailed you. You can enter figures from business tax returns filed in the last 12 months. Or you can confirm the business filed no corporation, sales, or withholding tax returns in that time.

Key takeaways

  • The Tax Department’s account pages describe “a PIN from a letter you received from the Tax Department.” Its 2021 and 2022 email bulletins to businesses called it “your five-digit PIN.” The pages we read do not call it an activation code.
  • A PIN is one of three ways to verify a business. The other two are figures from corporation, sales, and withholding tax returns filed in the last 12 months, or confirmation that none were filed.
  • For an Individual Online Services account, the Tax Department says “a PIN is not required.” Individuals can verify with return figures, a bill’s assessment ID number, or confirmation that no return was filed.
  • If you have neither the PIN letter nor your return figures, the Tax Department points to Form DTF-505 to request a copy of your return. It says it “cannot provide you with filing information over the phone.”
  • The Tax Department mails to the address on your business tax accounts. You can change it in Business Online Services, or by mail with Form DTF-96 or Form DTF-95.
  • NYC e-Services is a different system run by the New York City Department of Finance. Its FAQ says your “Authentication Code and a login link will be emailed to you.”

What New York calls the code you are looking for

People search for an “activation code” when they try to open a New York State tax account online. The New York State Department of Taxation and Finance runs Online Services at tax.ny.gov. We read its account pages on October 25, 2026, and none of them use the words “activation code.”

The code those pages describe is a PIN. The Business account creation page lists “a PIN from a letter you received from the Tax Department” as one way to verify your business. The Tax Department’s 2021 and 2022 email bulletins to businesses described the same item as “your five-digit PIN from a letter you received from the Tax Department.”

The PIN is optional. You need only one of the three verification options, so a business can open an account without the letter. The pages we read do not show where the PIN is printed on the letter.

Business and Individual accounts are separate

The Tax Department offers Individual, Business, and Tax Professional Online Services accounts. Its technical support page says that if you log in and do not see your services, you may be in the wrong account, “for example, your Individual account rather than your Business account.”

Three ways to verify a Business Online Services account

The Tax Department’s Business account creation requirements page sets two conditions first. You “must be an owner or officer of the business.” You also act as the Business Master Administrator (BMA) for the account. Then the page says you must verify one of three items.

OptionWhat the Tax Department asks forWhat to have ready
Return figures“information from New York State corporation, sales, and withholding tax returns filed for your business”Figures from a return for each tax type filed within the last 12 months
PIN letter“a PIN from a letter you received from the Tax Department”The letter itself
No returns filed“confirmation that your business has not filed any New York State corporation, sales, or withholding tax returns within the last 12 months”Nothing beyond the confirmation, if it is true

From the Tax Department’s Online Services: Business account creation requirements page, read on October 25, 2026.

One case needs two accounts. The same page says that if your employer identification number (EIN) ends with a C, you create one account “using your EIN with the C at the end” for Sales Tax Web File. You create a second account using your EIN without the C for other taxes, such as corporation tax, withholding tax, and highway use tax.

If the PIN letter never arrived or you lost it

You do not need to wait for a PIN. If your business filed corporation, sales, or withholding tax returns in the last 12 months, you can verify with figures from those returns. If it filed none in that time, you can confirm that instead.

If you filed returns but no longer have the figures, the Tax Department points to Form DTF-505, “Authorization for Release of Photocopies of Tax Returns and/or Tax Information.” The form asks for a signature and a form of identification. The account requirements page also says: “For your protection, we cannot provide you with filing information over the phone.”

The pages we read do not say how long a PIN letter takes to arrive. They also do not say whether a PIN expires, or how to ask for a new PIN letter. If you need those answers, call the Tax Department line for your tax type. The business contact page lists 518-485-2889 for sales tax, 518-485-6654 for withholding tax, and 518-485-6027 for corporation tax.

An unused account can stop working. The Tax Department’s inactivity policy says that from December 2025, if you have not used your Online Services account “within the past three years, we will inactivate it.” To reactivate, you follow the steps to create a new account. So you would verify the business again with one of the three options.

NYC e-Services is a different system with a different code

New York has two separate tax login systems, run by two agencies. Online Services at tax.ny.gov belongs to New York State. NYC e-Services belongs to the New York City Department of Finance, which handles city business taxes.

The city system sends its code by email. The Department of Finance’s Business Tax e-Services FAQ says new users need a federal EIN (FEIN) or Social Security number (SSN) plus one item from the account, such as a “previous refund amount, previous payment, letter Id, or return line item.” It then says: “Once you have completed signing up, your Authentication Code and a login link will be emailed to you.”

So check which agency sent your letter before you start. A New York State letter leads to tax.ny.gov. A New York City Department of Finance letter leads to NYC e-Services. Our guides to the Texas Webfile number and the Georgia Tax Center Letter ID explain how two other states mail their access codes.

Which address the Tax Department mails to, and how to change it

A PIN letter only helps if it reaches you. Tax Department mail goes to the mailing address on your business tax accounts. On Form DTF-96, the mailing address section starts with a line for the “Business or firm name to which NYS Tax Department mailings are to be sent.”

The Tax Department’s update page gives the online path first. You log in to your Business Online Services account. From the Services menu, you select “Registrations and account updates.” Then you choose the update you need from the expanded menu.

If you cannot log in yet, you can change the address by mail. The update page says: “To change your physical or mailing address, complete Form DTF-96, Report of Address Change for Business Tax Accounts.” To change other business information as well, you file Form DTF-95, Business Tax Account Update. The DTF-96 instructions say you can report address changes on Form DTF-95 “instead of filing both forms.”

Form DTF-96 treats the two addresses differently. The physical address line says “Do not enter a PO Box here.” The mailing address line asks for a “New number and street or PO Box.” You select the tax types to change in Step 2, and the new address applies to those tax types.

  1. 1Decide which tax types need the new address. On Form DTF-96, one box covers “All business tax types on file with NYS Tax Dept.”
  2. 2If you can log in, use Registrations and account updates in Business Online Services.
  3. 3If you cannot log in, complete Form DTF-96, or Form DTF-95 if other details changed too.
  4. 4Mail the form to NYS TAX DEPARTMENT, RASB/ACCOUNT UPDATE UNIT, W A HARRIMAN CAMPUS, ALBANY NY 12227-0865. That address is printed in the DTF-96 instructions.
  5. 5Once the address is current, create your Business Online Services account with whichever verification option you can use.

Some businesses need more than an address form. The DTF-96 instructions say that filing it “is not a substitute for prior approval required for certain changes.” The instructions list petroleum, alcohol, cannabis, and cigarette businesses among those affected.

Choosing an address for Tax Department mail

Tax Department mail can carry deadlines, so the mailing address should be one where the company’s mail is read promptly. Our guide to New York dissolution by proclamation explains what can happen to a corporation that stops filing franchise tax reports. That guide also covers which addresses decide the notices you receive.

Before you list a new mailing address, our free address checker shows how USPS classifies it. Our pages for a Silicon Valley business address and a Los Angeles business address describe the business addresses save office offers.

New York “Dissolution by Proclamation”: What It Means and How to Reinstate

When a New York corporation stops filing franchise tax reports, the Secretary of State can dissolve it with a published proclamation and no court case. Out-of-state corporations lose their authority instead, and LLCs fall outside this law. Here is what triggers it, what it changes, how to undo it, and which addresses decide what notices reach you.

Georgia Tax Center Letter ID: Where It Is Printed and What It Is For

A Letter ID is a code printed on letters from the Georgia Department of Revenue. The Department also calls it a document submission key. The Georgia Tax Center asks for it in at least three places, including when you upload documents for a recent letter, protest a proposed assessment online, or request a penalty waiver. Its sign-up list for a business login does not include it. Here is where the code is printed, what it opens, and what we could not confirm about which address the letters go to.
